3 questions concerning government involving active citizens

Three questions
These questions were sparked by a discussion about culture, media and sports (and thinking about sustainable development) (see ref 1), but are intended to have wider application.
- Who's out there?
- How can they help? How can their involvement radically improve what government delivers?
- How will you empower them? How will government "empower the edge" ? (see ref 2)
The answers to questions 2 and 3 must involve dialogue. So dialogue first. Dialogue with whom, (and how) comes back to question 1.
Communicating important messages
Who's messages and important to whom? Is this about what government thinks or about what a wider group of stakeholders thinks? (see ref 3)
Establishing relationships
There's a complexity here. For some involvement will not necessarily include an ongoing relationship, for others it ideally would.
Recording positive difference to people's lives
Who assesses when a positive difference to people's lives occurs? Is it government, some outsider, some expert? Or does it involve the people being referred to?
Broadcast, conversation and collaboration
Broadcast and conversation are not the only options.
